Она пошла в полицию, написала заявление, быстро установили личности причастных, но в возбуждении уголовного дела всё таки отказали, не смотря на очевидные факты, отраженные в документах самих правоохранителей.

Есть справки по ситуации от о/у. Было выяснено, что преступник передвигался на автомобиле такси «Максим», установлено лицо, которое арендовало машину и некий друг, который ей пользовался. 

Есть справка по ситуации в целом. Автомобиль с двумя лицами караулил женщину, потом передвигался за ней и даже обогнал и направился к её дому на опережение.

А в результате отказ в возбуждении уголовного дела. Т.е. женщину бьют, поливают «химозой» какой-то, устанавливают машину, лиц и всё, отказ. Никто не хочет заморачиваться, или приказ такой сверху?

Складывается ощущение, что у нас в Кемеровской области МВД работает в стиле — «убьют, вот тогда приходите».

Поспешишь — людей насмешишь. А в случае с Кузбасскими чиновниками и до беды недалеко. Любят в регионе ради пиара торопиться. Самой классической схемой является открытие объекта до получения акта ввода в эксплуатацию. Всегда с помпой, флагами, надувными шариками и телевизионщиками. В нашем случае объект не новый, а общежитие №4 КузГТУ после капитального ремонта. Это не помешало везде радостно написать о достижениях региона, прокомментировал событие губернатор, сослались на региональную программу, хотя она федеральная и т.д. На самом деле на сайте государственных закупок нет актов выполненных работ, вернее есть один на 276 тысяч рублей, и всё. А как тогда ту же пожарную сигнализацию вводили в эксплуатацию? Зато массово начали заселять студентов. 

Для начала можно посмотреть короткий ролик Вести-Кузбасс, там ректор Яковлев с гордостью рассказывает о будущих поколениях. 

В администрации Кемеровской области выпустили яркую новость с комментарием губернатора, мы, говорит, сдали первый корпус. 

О двух миллиардах мы не знаем, а полтора есть.

Смотрим статус — исполнение. Тут можно особо не обращать внимание, в контракт входит еще одно общежитие и столовая. 

Самое главное — другой раздел, там где размещаются акты выполненных работ. Предоплата 360 миллионов, а акт только один — 276 тысяч рублей.

Уже давно ни для кого не секрет, что в Фонде Капитального Ремонта Кузбасса очень много проблем, но и получают там подрядчики неплохо. В прошлом году мы писали, как бывший сотрудник фонда внезапно получил контрактов почти на 1 миллиард рублей. Технология распознавания «свой-чужой» в действии. Тут подрядчики фонда решили пойти дальше (вместе с фондом). Был объявлен конкурс на 30 миллионов рублей на ремонт ряда домов, в том числе в Кемерово пр. Октябрьский 69А. Всё хорошо, вот только подрядчик говорит фонду: Не буду приступать к работам, потому что в смете нет определенных затрат. Т.е. когда они конкурс выигрывали, вопросов не было. И теперь фонд пишет письма о том, что надо бы 800 тысяч взять откуда-нибудь, например, с людей.

Логично предположить, что подрядчик, выигрывая в конкурсе, читал документацию, значит знал, что шлак надо убирать, следовательно, вывозить. Но работать не очень хочется некоторым, а денег хочется. Поэтому он сообщает фонду, что не может приступить к работам по некоторым причинам. А фонд в свою очередь выкатывает батон в сторону управляющей компании, которая вообще не имеет отношения к капитальному ремонту. Почитайте.

Т.е. фонд говорит управляющей компании, что подрядчик требует вывезти их мусор, либо заплатить 825 тысяч рублей. Нормальный такой подход. Фонд прописывая в конкурсной документации демонтаж шлака уже подразумевает, что его будет вывозить подрядчик. А если фонд не заложил в смету вывоз шлака, то это проблемы фонда и подрядчика. Ведь где может взять управляющая компания 825 тысяч рублей? Только из карманов жителей. Они совсем там в фонде берега перепутали. И это ведь, наверняка, не единичный случай. 

Обратите внимание, в письме также написано, что надо пояснить жителям пыльный характер работ и увеличение стоимости. Они там лопатами с крыши собрались его сбрасывать что ли? А для чего существуют вот такие строительные рукава?

А им лишь бы сэкономить на чем-нибудь, жители заплатят.
